据日本消息，多名相关人士透露，日本政府已开始研究全面开发和引进具备对舰攻击等能力的无人潜水艇，作为强化太平洋一侧防卫体制的一环。
近年来，日本不断提高防卫费，并引进多种武器装备，来加强自身所谓的“防卫能力”。事实上，日本目前在太平洋方向并不面临任何现实安全威胁。
日本发展具有攻击能力的大型无人潜航器暴露其日渐膨胀的军事野心。日本政府推行的一系列扩军备武动作违背日本和平宪法精神，加剧地区紧张局势，破坏地区和平与稳定。
